From Hosting to Co-Invention: The USMC and the Australian Army in Evolution

The contemporary relationship between the United States Marine Corps and the Australian Army has quietly outgrown the language that is still used to describe it. For decades, the default framing of the alliance in Northern Australia was one of hosting: Australia supplied bases, training areas, and political cover; the United States supplied forces, equipment, and a rotational presence that ebbed and flowed with the strategic weather. That framing was accurate for a long time, and it is not wrong so much as it is now incomplete.

What is visible today around Darwin, and further out along the littoral approaches to the archipelagic arc, is something closer to co-invention: two allied land forces, each responding to its own national strategy and internal reform pressures, independently arriving at compatible theories of what they are for and then testing, refining, and validating those theories together, in practice, rather than on paper.

Co-invention is a deliberately precise term. It does not mean that one service is teaching the other its doctrine, and it does not mean that the two forces sat down together and designed a joint concept from a blank sheet. Neither the USMC nor the Australian Army has been importing the other’s playbook.

Instead, each institution has been working through its own version of the same problem: what does it mean to be an effective land force in a contested maritime environment and the two answers have turned out to rhyme. Joint exercises, shared platforms, and common terrain have become the venues where each force’s theory is confronted with the other’s practice, discovering along the way what an impact-oriented land force in the littorals actually requires.

Parallel Transformations, Convergent Logic

Neither transformation was designed with the other in mind. On the American side, Force Design 2030 and the doctrinal work that has grown up around it are pushing the Marine Corps toward distributed, forward-postured stand-in forces capable of operating inside an adversary’s weapons engagement zone. The vocabulary here is now familiar to anyone following Marine Corps modernization: expeditionary advanced base operations, kill-web architectures rather than linear kill chains, and a deliberate move away from the large, centrally massed formations that defined the Corps for much of the post-Cold War period.

On the Australian side, successive defence strategies, most recently the 2024 Defence Strategic Review and its associated posture decisions, have pushed the Army toward an explicit theory of littoral land power. That theory centers on denying coercion along the northern approaches, protecting critical infrastructure, and sustaining a joint and combined force that is dispersed across the Indo-Pacific rather than concentrated at home. It is a marked departure from the continental, massed-formation thinking that shaped Army planning for much of its history.

These are two separate political and institutional stories, driven by distinct debates, distinct threat assessments, and distinct service cultures. Yet they converge on a strikingly similar operational logic: distributed sensing, long-range fires, resilient command and control, and a persistent forward presence rather than an episodic one.

The best explanation for that convergence is not doctrinal transfer neither side copied the other’s homework but a shared diagnosis of the environment itself. Both services have concluded, independently, that the boundary between peace and war has eroded, and that forces need to be designed for continuous competitive friction rather than for occasional, discrete crises.

Chaos Management and the Idea of the Impact Force

That shared diagnosis rests on a distinction worth making explicit: the difference between crisis management and chaos management. A crisis-management force assumes that conflict shows up as a discrete emergency punctuating an otherwise stable environment, and it optimizes for rapid response to exceptional events using rehearsed playbooks. A chaos-management force assumes something less tidy that adversaries will compete continuously, below the threshold of declared conflict, probing logistics, infrastructure, information networks, and political cohesion day after day, with no clean line between peacetime and crisis.

Both the Marine Corps and the Australian Army have been moving toward the chaos-management model, each from its own starting point. The Marine Corps’ stand-in force concept and the Australian Army’s emphasis on littoral denial and persistent presence are two expressions of the same underlying need: a force built to manage chaos rather than merely respond to isolated episodes of it. The “impact force” idea captures this shift in a single phrase, a force designed not primarily to win a decisive, singular battle, but to sustain continuous influence and positional advantage across contested littoral space over time.

Co-invention, in this sense, is the mechanism by which the two services arrive independently at compatible impact-force designs and then test them against each other in the field. Marine Rotational Force–Darwin rotations, combined littoral exercises, and joint AI and autonomy demonstrations all function as laboratories in which each force’s working theory of chaos management can be examined, challenged, and refined by contact with the other’s.

If the co-invention argument needs an empirical anchor, MRF-D is it. What began in 2012 as a modest rotational presence has matured into an operational and conceptual laboratory sitting at the cutting edge of Marine Corps force design. Each rotation now brings a Marine air-ground task force into Northern Australia to operate alongside Australian Army littoral formations, under the real geographic and logistical constraints of the region rather than the simplified conditions of a training range back home.

For the Marine Corps, MRF-D has become the venue for testing distributed operations, expeditionary advanced base concepts, and hub-and-spoke sustainment architectures in an Indo-Pacific setting that cannot be replicated anywhere in the continental United States. For the Australian Army, the same rotations offer a way to explore how its emerging littoral brigades, signals and fires units, and autonomous systems can integrate with US forces in the northern approaches—including through events like Project Convergence and various autonomy-teaming activities.

What makes this a genuine co-invention laboratory rather than a hosting arrangement dressed up in new language is the direction the learning flows. It is not one-way. Australian commanders treat each rotation and experiment as a chance to spiral-develop their own force design, not simply to accommodate a visiting force.

Marine Corps leaders, in turn, draw lessons about sustainment, communications, and combined fires from MRF-D that feed directly back into Force Design 2030. Concepts get tested jointly, capability gaps get exposed in front of both parties at the same time, and solutions emerge that neither service could have reached on its own.

The Binding Constraint: Enterprise Logistics

If there is a single thread running underneath all of this, it is sustainment rather than firepower. The idea of “enterprise logistics” captures the requirement for a genuinely shared sustainment architecture, something more integrated than nationally siloed systems that merely interoperate at the margins. Under conditions of dispersed littoral operations, contested lines of communication, and adversary pressure on ports and infrastructure, the ability to move, supply, repair, and regenerate forces becomes the decisive variable, more decisive in many respects than the platforms themselves.

That insight recurs across Marine hub-and-spoke sustainment strategies, Army littoral logistics concepts, and the growing body of experimentation with uncrewed systems and AI-enabled logistics. It is reinforced, too, by contemporary operational experience well outside the Indo-Pacific: the war in Ukraine has underscored, for both allies, the decisive importance of munition stockpiles, repair capacity, and industrial base resilience, lessons that both militaries have folded into their own force-design debates.

The logic that follows is straightforward but easy to lose sight of amid discussion of exquisite new platforms: a force built around adequate, regenerable capability in sufficient quantity, intelligent mass, will outperform a force built mainly around small numbers of highly sophisticated but hard-to-sustain systems.

That framing lines up with the Marine Corps’ own experience in distributed operations, and it lines up with the allies’ broader move toward co-production of munitions and guided weapons, visible in AUSMIN statements and the manufacturing memoranda of understanding that have followed them.

Enterprise logistics is therefore both an operational and a governance concept. Operationally, it requires shared planning for ports, pre-positioned stocks, sealift, and repair capacity across Marine Corps and Australian Army units alike. In governance terms, it means that decisions about certification, industrial investment, and platform choice, ammunition co-production, joint ship experiments, can no longer be treated as purely national matters. They shape the shared sustainment environment in which the co-invented force will actually have to operate.

A Complementary Theory of Littoral Land Power

One of the more distinctive contributions to this picture comes from work focused specifically on the Australian Army, which supplies a coherent theory of land power for the littoral age, one that complements Marine Corps doctrine rather than duplicating it. Drawing on Carl Builder’s long-standing critique of institutions that lack a clear theory of themselves, the argument here is that simply listing tasks, disaster response, expeditionary contributions, partner training, denial missions, does not amount to a theory of the force. A genuine theory has to identify enduring functions and set priorities under resource constraints, rather than treating every mission as equally central.

For the Australian Army, those enduring functions come down to persistent littoral presence, denial of coercion at key archipelagic chokepoints, and sustainment of the broader joint and combined force operating in and around Australian territory. That puts the Army’s role squarely on securing, operating, and protecting fixed infrastructure, ports, logistics hubs, communications nodes, and on providing the land-based fires, air defence, and enabling capabilities that make Marine impact forces viable in the first place.

This is a structurally different theory from the Marine Corps’ expeditionary focus, but the two are inherently complementary rather than competing. The Marines extend denial concepts forward into contested maritime environments, leveraging kill webs and expeditionary bases; the Army anchors the sustainment and protection of those efforts back along the northern approaches. Co-invention happens as each institution articulates its own theory and then confronts it with the other’s in shared operations and experiments, discovering where the assumptions conflict, where they align, and where each side needs to adjust.

The Throughline

Strip away the individual case studies and a single throughline remains: the Marine Corps and the Australian Army, driven by distinct but convergent national strategies and institutional reforms, are co-inventing a new form of land power for the Indo-Pacific littoral. That co-invention is happening simultaneously at three levels. At the level of institutional theory, each force is developing a coherent account of what it is for, stand-in impact forces for the Marine Corps, littoral land power and sustainment for the Australian Army.

At the level of doctrinal vocabulary and operational concepts, both have adopted kill-web logics, distributed operations, and chaos-management assumptions, moving deliberately away from legacy crisis-response models. And at the level of physical platforms and sustainment architecture, shared experiments, Matilda 1, autonomy teaming, joint ammunition production, hub-and-spoke logistics, are turning the theories and doctrines into hardware and industrial arrangements that actually exist.

Across all three levels, the same discovery keeps recurring: sustainment, not firepower, is the fundamental constraint shaping effective force design in the Indo-Pacific environment.

That reframes what the co-invention process is really about. It is less a matter of learning to shoot together, in the traditional sense of interoperability, and more a matter of learning to stay in the fight together, designing forces, logistics, and industrial bases capable of managing chaos, persisting forward, and regenerating under pressure across the archipelagic arc.

That is a different, and considerably harder, kind of alliance work than hosting ever was.
